CMC and SDO Kidapawan City Formalize Partnership to Advance Educational Leadership

When institutions work together, leadership is strengthened and education moves forward.

Kidapawan City, Philippines, December 16, 2025 — Central Mindanao Colleges (CMC) and the Schools Division Office of Kidapawan City formally sealed their partnership through the signing of a Memorandum of Agreement (MOA) aimed at advancing educational leadership and professional development among public school educators. The collaboration reflects a shared commitment to developing ethical, research-driven, and responsive school leaders equipped to meet the evolving needs of basic education.

The agreement expands access to advanced graduate education through CMC’s Doctor of Philosophy in Education major in Educational Leadership (PhDEL) program. Selected teachers from SDO Kidapawan City will be supported in pursuing doctoral studies, strengthening their competencies in school administration, instructional supervision, and educational planning. The MOA establishes a structured framework for academic support, leadership formation, and sustained professional growth.

The MOA was signed by Schools Division Superintendent Dr. Miguel P. Fillalan Jr., CESO VI, on behalf of the Department of Education Kidapawan City Division, and representatives of Central Mindanao Colleges. In his message, Dr. Fillalan emphasized the value of the collaboration, stating, “This partnership is a strategic investment in our teachers as future leaders. Expanded access to advanced education and leadership training strengthens schools to become more responsive, ethical, and prepared to meet the needs of our learners and communities.”

Graduate School Education Dean Dr. Gemma N. Kintanar underscored that the agreement strengthens pathways for continuous professional development and leadership readiness among educators. Dr. Jaymie A. Rellon, PhDEL Program Head, likewise affirmed that the program provides rigorous academic training grounded in ethical leadership, research, and the realities of basic education. The partnership is set to operationalize joint initiatives beginning the First Semester of Academic Year 2025–2026, reinforcing a sustained and impactful collaboration between CMC and SDO Kidapawan City.

This collaboration advances SDG 4 Quality Education, SDG 16 Strong Institutions, and SDG 17 through leadership development and institutional partnerships. This milestone highlights both institutions’ commitment to empowering educators, strengthening leadership pipelines, and contributing meaningfully to the advancement of quality education in the region.
