By: Rico Soledad
The College of Criminal Justice Education of Central Mindanao Colleges attended a two-day seminar-workshop organized by the Professional Criminologist Association of the Philippines, Inc. (PCAP) on the Implementation of the 2022 Table of Specification (TOS) for the Criminologist Licensure Examination (CLE) held at Chali Resort and Conference Center, Cagayan de Oro City last February 17-18, 2023. The said activity aimed to update, re-tool, and equip educators and lecturers of the Criminology program, to provide mechanisms to improve board examination passing; and to set strong fundamentals in the practice of the profession.
Deans and faculty members among the schools offering the Bachelor of Science in Criminology program and review lecturers for the Criminologist Licensure Examination in Mindanao participated in the seminar- workshop.
Hon. Atty. Ramil G. Gabao, RCrim., PhD., the Chairman of the Professional Regulatory Board of Criminology as the first resource speaker discussed the “CHED Memo, Table of Specifications (TOS) vis-à-vis Practice of Profession”. Atty. Gabao emphasized that the 2022 TOS for CLE is patterned or aligned with the Program Outcomes of CMO No. 5, series of 2018 that is supposed to measure (in the minimum) the readiness of the graduates for initial entry into the practice of criminology profession but surprisingly the results of the CLE national passing percentage remains to be the same since 2003 which is at 33 % as average. He also mentioned that to improve the passing percentage in the CLE, educators, and lecturers in the Criminology program should focus on competencies or topics that are useful to know and the students must know about the practice of the profession.
The topic “The rules on OBE Test Construction based on the 2022 PRC CLE TOS” was discussed by Hon. Warren M. Corpuz, RCrim., PhD., member of the PRB Criminology. He presented some rules to follow in making multiple-choice test items. After the discussion, a workshop was given to the participants by making an OBE test question following the rules set forth. At the end of the workshop, various recommendations were raised by PRB Criminology to improve the output.
On the other hand, discussions on the “Item Analysis on the December 2022 Criminologist Licensure Examination were also given by Atty. Gabao on the second day of the activity. He presented a step-to-step discussion on the item analysis process and emphasized its importance in the academe. Atty. Gabao also presented the data on the result of the item analysis on the recently concluded December 2022 board exam.
The last part of the activity is an open forum facilitated by Dr. Gerry J. Caño, PCAP National President together with the PRB Criminology who welcomes all questions and concerns with regard to the practice of the profession.
It is expected that the participants would be able to benefit from the speakers’ discussion which they can use to face the challenges in the new normal and apply best practices at their institutions in order to provide high-quality education.
